The Capital Program Engineer is responsible for ensuring the timely and budget-conscious delivery of multiple capital projects by overseeing all phases from inception to completion, managing the Construction Work in Progress (CWIP), coordinating pre-construction, construction, and commissioning activities with key departments, and efficiently assigning tasks and resources to minimize disruptions and meet operational needs.
Required:
- Bachelor's Degree in Civil, Mechanical, Electrical, or Environmental Engineering, OR in Construction Management/Engineering
- A minimum of 4 years of experience managing public works or public utility projects.
- At least 2 years of supervisory experience.
- Proficiency in project management software (e.g., Primavera, MS Project) is preferred.
- Prior experience as a Water Engineer in the water utility industry is desirable.
- Registration as a Professional Engineer (PE) in California or Project Management Certification (PMP) by PMI/AAPM is strongly preferred.
- Familiarity with JD Edwards and PowerPlan accounting software is a plus.
This role is temporarily hybrid, and can become 100% onsite at any time.

- Oversee the construction of capital projects from initiation to completion.
- Collaborate with internal teams and external partners to ensure projects meet operational, customer service, engineering, and water quality requirements and timelines.
- Prioritize and manage assigned capital projects within the designated area of responsibility.
- Handle multiple projects across various locations simultaneously.
- Develop, monitor, and report on project schedules and budgets, ensuring quality standards are met and corrective actions are implemented as needed.
- Review and approve payment requests from vendors and contractors.
- Supervise, guide, and evaluate the performance of assigned staff.
- Facilitate and coordinate field changes with engineering teams.
- Prepare and present progress reports to management on assigned projects.
- Ensure compliance with all legal, regulatory, and company standards for assigned projects.
- Represent the company or provide support in public forums concerning project-related matters.
- Address and resolve issues with vendors or contractors regarding project execution, working closely with the contract management team.
