Our client, a leading heavy underground utility contractor, is seeking a skilled and experienced Construction Project Manager to join their team. The Project Manager will oversee a range of projects valued between $50,000 and $500,000, ensuring that all projects are completed on time, within budget, and to the highest quality standards. This role involves managing various aspects of construction projects, from reviewing plans and generating takeoffs to coordinating with local authorities and utility departments.

responsibilities:
- Develop detailed project plans, including timelines, budgets, and resource allocation.
- Review plans and create detailed takeoffs for all assigned projects.
- Possess a great understanding of underground utility construction techniques, including excavation, pipe installation, and trench safety.
- Develop and submit traffic control plans in compliance with local regulations.
- Oversee all project phases, ensuring adherence to plans and specifications.
- Apply for and manage Working in Street Permits (WISP) through Richmond City Hall's Permitting Department.
- Collaborate with VDOT, Richmond City Public Works, and various utility departments (Water, Gas, Electric) to ensure project alignment and compliance.
- Lead and supervise project teams, including field crews, subcontractors, and other stakeholders.
- Coordinate with local agencies such as Miss Utility to verify and clear utility locations prior to construction.
- Manage project budgets, including change orders and progress billing.
- Prepare and review financial reports, including cost estimates, progress payments, and change orders.
- Implement and enforce quality control measures throughout the project lifecycle.
- Identify and resolve issues that impact project timelines, and recommend corrective actions to mitigate delays.
- Validate all submittals and Requests for Information (RFI) to ensure accuracy and compliance.
- Proven experience in underground utility construction, project management, and leadership.
- Knowledge of construction plans, takeoffs, and traffic control planning.
- Experience with permitting processes, including Working in Street Permits (WISP), and coordinating with city and state agencies.
- Ability to manage multiple projects simultaneously and prioritize tasks effectively.
- Proven ability to manage project budgets, resources, and timelines.
- Excellent communication, leadership, and problem-solving skills.
- Bachelor's degree in Construction Management, Engineering, or a related field is preferred.
