The System Director, Health Plan Systems and Digital Product Development, reporting directly to the Chief Information Officer (CIO), is responsible for overseeing the design, development, release, and maintenance of enterprise technology systems and services for Health Plan. The role encompasses the management of business applications used across the Health Plan System, including insurance, finance, and marketing information systems. The ideal candidate will work collaboratively with leaders within IT&S and across the company to deliver business system solutions that maximize value and user satisfaction.
Health Plan Systems Director Key Responsibilities:
- Design & Development: Lead the design, development, coding, testing, and debugging of health plan and provider applications.
- Team Management: Oversee software development, integration team activities, and manage a team of at least 20 members. This includes recruiting, mentoring, performance management, and career development.
- Collaboration with Analytics Teams: Work closely with Business Analytics teams to improve operational outcomes through the development of a robust architecture.
- Cloud-Based Solutions: Facilitate cloud-based data and analytics solutions for clinical services, business services, and operations to ensure the proper architecture, reliable databases, and data integrity.
- Consumer Engagement Solutions: Direct the development of technology solutions for external engagement (members, agents, brokers, providers, and employers).
- Reporting: Provide direct reports to the CIO and dotted-line reporting to the business owner for the Health Plan
Education:
- Bachelor's degree in Business, Computer Science, or a related healthcare field. Related experience may substitute for up to two years of the educational requirement.
- 10+ years of IT experience in business systems, including 8 years in a senior role overseeing Health Plan applications, financial and/or health insurance applications, their implementation, and life-cycle support.
- Minimum 8 years of experience managing large teams (20+ members) involved in application development, implementation, and support.
- Proven experience in managing large-scale implementations of health plan systems (e.g., Health Edge, Tapestry, Cognizant).
- Expertise in project management methodologies, service management principles, and technology architectures for large-scale clinical enterprises.
- Experience working in a matrixed structure to build cross-functional teams and develop consensus on technology platforms.
- Strategic mindset with proven business and IT strategic planning experience.
- Demonstrated ability to work across business and technology teams to drive operational and process improvements.
- Solid knowledge of IT disciplines, technology platforms, Agile, Lean principles, and application management processes.
- Broad understanding of IT operations, including project management, systems analysis and design, and budget administration.
- strong understanding of health plan business operations, including regulatory frameworks and technology solutions.
- strong problem-solving skills and ability to troubleshoot and resolve complex issues.
- Experience in managing integration, data analytics, and middleware solutions within health plan systems.
- Background in managing HealthEdge, Cognizant, Epic, and Tapestry upgrades and implementations.
- Familiarity with medical insurance organizations (e.g., Prometica, Nationwide, BC/BS, Medical Mutual).
- Expertise in Microsoft integrations, HL7, API, and middleware management.
