Randstad is seeking a Budget Analyst to provide contract support to the Department of Navy (DON), Chief Information Office (CIO). The Budget Analyst will generate DOD funding documents, attend budget/ programmatic/execution meetings, and interact with the customer and other stake holders on a regular basis. The ideal applicant will be comfortable collaborating with all levels of personnel regarding updates on various financial tasks.
Position will require onsite work in Arlington, VA. An ACTIVE SECRET clearance is required.

responsibilities:
- Procurement and Acquisition Management - Analyze and evaluate procurement requests for compliance with federal regulations; develop cost estimates and financial implications for proposed acquisitions; Monitor and track procurement activities and spending patterns.
- Government Auditing/Analysis - Conduct detailed financial audits of program expenditures; Prepare comprehensive audit reports and recommendations: Ensure compliance with federal financial regulations and policies.
- Government Contracting - Support contract administration from pre-award through close-out; Monitor contract performance and financial execution; Assist in developing contract modifications and amendments.
- Program and Project Management - Track program budgets and provide regular status updates; Identify and analyze variances between planned and actual expenditures; Support development of program financial strategies
- Business Analysis - Perform cost-benefit analyses for proposed initiatives; Develop financial models and forecasts; Prepare detailed business cases for new projects.
- Budget Execution and Formulation - Manage budget execution activities across multiple programs; Develop and maintain budget forecasts and spending plans; Monitor obligation and expenditure rates.
- Pre-Solicitation and Contract Award - Review and analyze procurement packages; Support development of cost estimates; Assist in evaluation of contractor proposals.
qualifications:
- 6 years relevant experience with Bachelors in related field; or 4 years relevant experience with Masters in related field.
- Recent DoD and/or government financial management experience.
- Experienced with Planning, Programming, Budgeting, and Execution (PPBE) processes.
- Demonstrated experience with Enterprise Resource Planning (ERP) systems or equivalent.
- Advanced proficiency in Microsoft Office suite.
- Excellent oral and written communication skills.
- Clearance: An ACTIVE SECRET clearance is required.
