REQUIRED DUTIES
The consultant selected will work with, support, and assist the Contract Management team Manager and others involved with the project in performing the following duties of managing the IBM and the IV&V contracts:
- Contract Deliverable Review and Acceptance
- Manage and document deliverable review and acceptance in accordance with the contracts and agency procedures.
- Assist in managing deliverable review and acceptance.
- Review invoices and documentation for completeness and accuracy. Coordinate document review and approval, and update Florida Contract Payment System.
- Contract Monitoring
- Assist in the development of Contract Management methods to analyze, monitor, and document contractor adherence to project plans and schedules.
- Maintain and update Contract Management documentation used to monitor and report contract compliance, financial, and budget information.
- Contract-Related Meetings
- Coordinate, attend, and facilitate meetings and prepare meeting summaries.
- Assist in preparing meeting agendas and other documents.
- Consultation
- Consult with the Contract Manager on planning, work status and project needs.
- Assist the Contract Manager and other team members with deliverable review and acceptance, change orders, contract expenditures, and budget information.
- Contract File
- Maintain contract files, including records of deliverable review and acceptance, monitoring reports, change orders, contract expenditures, contract amendments and other documentation.
- Other Project Related Activity
- Other related duties as assigned.
STAFFING REQUIREMENTS
- Required Experience
- A minimum of 4 years of experience in of contract management or finance experience.
- A minimum of 3 years of experience reviewing invoices and supporting documentation for completeness and accuracy.
- A minimum of 2 years of experience monitoring and documenting vendor performance.
- A minimum of 2 years of experience organizing and maintaining contract files.
- Desired Experience
- Knowledge of and experience using Florida's contract payment system, My Florida Market Place Ariba on Demand (AOD).
- Knowledge of and experience administering Florida law related to prompt payment, deliverable review and acceptance, and contract monitoring.
- Experience with deliverable review and acceptance for information technology projects.
Consultant must have work experience indicating knowledge, understanding, and experience with deliverable review and acceptance, monitoring contract requirements, scheduling meetings, preparing documentation, and managing contract files.
Consultant must have the skills and abilities needed to:
- Assist with the development and implementation of standardized methods for contract monitoring.
- Analyze project deliverables for compliance with contractual requirements.
- Apply deliverable review and acceptance criteria correctly.
- Provide information about the contract upon request.
- Assist in preparing papers, management reports, and presentations using Microsoft Word, Excel, PowerPoint and other applications.
- Conduct research.
- Plan, organize, lead and facilitate meetings and follow-up activities.
- Plan, organize and coordinate work assignments.
- Solve problems using a structured methodology.
Bachelor's degree in business administration, finance, accounting, a related field, or equivalent work experience.
